CCOF is known for favoring and facilitating factory-organic livestock production including poultry and dairy. They also certify hydroponic production despite language in the organic regulations requiring soil. The Cornucopia Institute filed legal complaints against a number of their certified operations producing milk and eggs. In one case, they apparently approved an organic systems plan allowing a 4000-plus cow dairy, in the Central Valley of California, to confine their cattle for months in order to cut hay instead of grazing. At a Nevada CAFO, they approved a split operation (2500 organic/2500 conventional) dairy cows with virtually no pasture. After Cornucopia filed a complaint the dairy was forced to reduce the organic heard to 300 cows (based on the amount of land available) although the operation and CCOF were not sanctioned further by the USDA.
